Its hard to count them. I have gotten rather good at counting the packs of 10 and surmising what makes 100, then 1000, and then it gets blurry. I tested my counts by using an indestructible barricade to shoot them all dead and check my kill count. Usually when I say 2000, I get anywhere from 1800 kills to 2200 kills so my counts are fairly ...If you want to chill and just explore the game map, lower to overall population and peak population. If you want some challenge, increase them instead. Personally, 1.0 population and 2.0 peak after 6 months is my ideal balance between the two.

Zombies generally do not respawn inside buildings, so it has nothing to do with your settings.
