In our current day 62 playthrough with 3 friends we get attacked by multiple mutants (often blue ones) throughout every game day and there's always a load of effigies right outside our fortress whenever we go out. It seems like it's used to mark hostiles (aka. the player), so that other cannibals are careful. Can't say it's working out for them..
